1. Background information
The Association Roma Entrepreneurship Development Initiative (REDI Skopje), through its social enterprise REDI Recycling, is implementing activities under the Sida-financed RECONOMY/Helvetas programme on Green Jobs and Circular Economy. Within this framework, REDI will contract companies to implement three complementary Lots aimed at strengthening Roma entrepreneurship, promoting the PappoShop platform, and expanding public awareness on waste separation and upcycling practices.
REDI’s interventions aim to create sustainable income opportunities for Roma entrepreneurs and informal waste collectors by supporting market access, developing green skills, strengthening visibility, and building inclusive circular-economy value chains. The PappoShop e-commerce platform plays a central role in enabling Roma entrepreneurs, particularly women and youth to present and sell their products online, increase their outreach, and gain visibility in national markets.
REDI Recycling plays a pivotal role in formalizing informal Roma waste collectors by providing them with structured economic opportunities, access to waste management networks, and advocacy for their formalization. The enterprise is actively engaged in primary waste selection in residential buildings, households, companies, and public institutions across four municipalities in Skopje, through non-hazardous waste collection, and upcycling initiatives aimed at improving waste management practices and increasing recycling rates in the country. Beyond its core focus on non-hazardous waste collection and transport, REDI Recycling aims to expand its business model to offer new economic opportunities for Roma communities within the circular economy.
The three Lots in this ToR respond to different but interlinked needs:
- Lot 1 focuses on enrollment, training, and direct support to 250 Roma entrepreneurs (100 from North Macedonia, 50 from Albania and 100 from Serbia) to participate actively on the PappoShop platform.
- Lot 2 aims to design and implement a promotional campaign to raise visibility and drive traffic to the PappoShop platform through ATL, BTL, outdoor, and digital marketing.
- Lot 3 aims to conduct an educational campaign on waste separation and upcycling and further promote the PappoShop platform within the framework of green circular-economy awareness.
2. Objective and Scope of Work of assignment
Overall Objective
To contract qualified organizations/consortia capable of implementing the activities described in Lots 1–3, contributing to the promotion of Roma entrepreneurship, the visibility and use of the PappoShop platform, and improved environmental awareness in North Macedonia.
2.1 LOT 1: Enrollment and Capacity-Building of 250 Roma Entrepreneurs on the PappoShop Platform in North Macedonia, Albania and Serbia
Objective
To enroll 250 Roma entrepreneurs (100 from North Macedonia, 50 from Albania and 100 from Serbia) on the PappoShop platform and equip them with the skills, knowledge, and support required to successfully present, brand, and sell their products online.

2.2 LOT 2: Promotional Campaign for the PappoShop Platform (ATL, BTL, Outdoor & Digital Marketing) in North Macedonia and Serbia
Objective
To strengthen visibility of the PappoShop Marketplace platform and increase user engagement through a comprehensive promotional campaign.

2.3 LOT 3: Educational Campaign on Waste Separation, Upcycling & Promotion of PappoShop in North Macedonia
Objective
To design and implement an educational campaign on sustainable waste management (plastic, paper, e-waste), encourage upcycling practices, and integrate promotion of the PappoShop platform.

3. Timeline
The implementation period for all three Lots is January – June 2026 (approximately 6 months), following standard phases:

4. Experience/Qualification required
In order to be eligible to apply, the tenderer must:
- Be registered in North Macedonia
- Have minimum 5 years of experience in PR, communications, marketing, business development, or educational campaigns
- Have annual turnover of at least EUR 250,000 in each of the last three years
- Proven experience in similar assignments in North Macedonia, Serbia and Albania by the applicant itself or through their subsidiaries
- Experience with Roma communities (asset)
- Capacity to produce creative content and organize events
Notice: The company’s application must cover all lots, as they cannot be divided.
5. Preparation of the proposals
Interested applicants must submit electronically the following documents as part of their proposal package:
- Balance sheet report and profit and loss data for last 3 years available
- An Agency Profile and CVs of proposed key team members.
- Proof of collaboration with partner companies or subsidiaries in Albania and Serbia
- Evidence of bankruptcy or any active legal proceedings.
- A Technical Proposal/offer (max 20 pages) outlining organization and methodology, creative concept, influencer/media strategy and risk management.
- A signed Declaration of Honor and Integrity Statement.
- A Detailed Financial Proposal/offer (in CHF), broken down by deliverable or output, with clear indication of any subcontracting or media spend.
- A Professional Portfolio showcasing relevant campaigns and creative work.
- Any additional references or certifications deemed relevant.

Or hand delivered by the participant in person or by an agent directly to the premises of the contracting authority in return for a signed and dated receipt, in which case the evidence shall be constituted by this acknowledgement of receipt, to: Crvena Voda 37/1, 1000 Skopje,
from 09:00 CET to 17:00 CET every workday.
The contracting authority may, for reasons of administrative efficiency, reject any request to
participate or tender submitted on time to the postal service but received, for any reason beyond
the contracting authority’s control, after the effective date of approval of the short-list report or
of the evaluation report, if accepting requests to participate or tenders that were submitted on
time but arrived late would considerably delay the evaluation procedure or jeopardies decisions
already taken and notified.
Tenders must be submitted using the double envelope system, i.e. in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words ‘Envelope A — Technical offer’ and the other ‘Envelope B — Financial offer’. All parts of the tender other than the financial offer must be submitted in Envelope A (i.e. including the tender technical offer, key experts and declarations).
The outer envelope should provide the following information:
- a) the address for submitting tenders indicated above;
- b) the reference code of the tender procedure: REDI/2025/13
- c) the words ‘Not to be opened before the tender-opening session’ and Не отворај
- d) the name of the tenderer.
Each envelope must include an index of its contents. The pages of the technical and Financial offers must be numbered.
6. Reporting
The contracted PR agency will be in regular communication and report to the Business Facilitator, and Regional Business Center Coordinator and provide bi-weekly periodic progress updates as per the agreed working plan.
7. Evaluation of Proposals
Selection will follow Sida procurement provisions:
Eligibility (Pass/Fail): Legal status, exclusion grounds, tax compliance.

Financial Evaluation (30 points total):
The financial score will be calculated using the formula Using the formula Lowest Price ÷ Bid Price × 30.
Final Ranking: Technical (max 70) + Financial (max 30) = 100 points total.
The lowest priced offer receives the maximum score of 30 points, with other offers scored proportionally.
8. Contracting, Payments & Compliance:
Service contract under REDI terms aligned with Sida procurement provisions.
Payments: 20% mid-term upon satisfactory delivery of the Communication Strategy, Media Plan and work plan ; 50% after half of the deliverables and 30% acceptance of final deliverables and report.
Compliance: Companies must adhere to Sida rules, GDPR, donor visibility, and ethical portrayal of Roma communities.
Intellectual Property: All materials (incl. raw files) become REDI’s property upon payment.
